On behalf of the Dundas Federation of Agriculture (DFA), representing 400 farm members in Dundas County, the DFA submits this letter in support of the submission presented by South Nation Conservation regarding the Environmental Registry of Ontario Posting on the Proposed Amendments to the Conservation Authorities Act (ERO #025-1257).

While the DFA endorses the government's objectives to enhance and modernize environmental services, we wish to highlight several concerns related to transparency, local governance, watershed-based management, administrative burden, and the need for recognition of the distinct challenges within our watershed—where the DFA serves a key agricultural function. We believe it is critical that any amendments to the Act effectively address these matters to ensure that local perspectives are considered and the interests of the agricultural sector are safeguarded. Rural representation needs to be maintained including agricultural voices a commitment made by this government that left seats that were not appointed within a many CA’s across this province.

The Dundas Federation of Agriculture fully supports the principles and concerns detailed in South Nation Conservation’s submission, as they accurately reflect the priorities of our local farming community and underscore the importance of balanced regulation. Such regulation must protect both natural resources and the livelihoods of farmers. The DFA strongly encourages the Ontario government to engage extensively with local stakeholders, including representatives from agriculture, during deliberations concerning revisions that intend to amalgamate under the Conservation Authorities Act.

We acknowledge the important role that Conservation Authorities play in resource management, watershed protection, and the advancement of sustainable agricultural practices throughout Ontario. Our position aligns with that of our conservation authority; we are concerned that amalgamation could compromise the current effective collaborative relationships established within the South Nation Conservation area and the Raison-South Nation Water Protection regions. The longstanding partnership between local authorities, municipalities and agriculture has fostered mutual understanding and contributed meaningfully to environmental stewardship and agricultural sustainability. South Nation Conservation exemplifies commitment to collaboration, transparency, and practical stewardship of shared resources.

The DFA opposes any actions that would diminish local expertise and accountability, which are essential to successful conservation and agricultural stewardship. Restrictions in the appeal process—at both the Conservation Authority and municipal levels—pose significant risks to agriculture. We are deeply concerned that changes to the appeal mechanism may jeopardise environmental protections and adversely affect agricultural lands, increasing pressure through the potential loss of farmland. It is imperative that farmers retain the right to appeal decisions impacting their operations.
