Key factors of success are to ensure the local voices are heard, by having smaller conservation authority areas / more conservation authorities. If this proposal is because development is taking too long, how will one conservation authority with several areas speed up decision making? How will several levels of provincial government above the CAs speed things up? Bureaucracy has never sped anything up, the purpose of this these new levels of provincial government need to be explained, as well as how they will be paid. You say they will be no job losses without further discussion on funding, it's just does not seem logical.

We are looking forward to one provincial guidance document and application system on development rules/process. However, these need to take into consideration the specific local environment of different areas of Ontario. How long will it take to publish this document? The amalgamation seems premature in absence of this document.

Given the amount of funding that municipalities provide conservation authorities, their voices absolutely need to be heard. Different municipalities have different priorities and amalgamating them into such giant CAs will ensure small municipalities have little voice. Smaller developments and homeowner issues will be put on the back burner. CAs are already transparent with budgeting on their website. Is the provincial government going to be as accountable? Well it only be focused on CA day-to-day activity or include provincial costs of creating and running several new administrative levels?
To maintain and strengthen stakeholder relations, it is important for stakeholders to actually have a voice and be heard in a fair amount of time. A developer trying to reach CA Representatives from Miles and Miles away will not speed up the process.
The province needs to have a clear framework of the amalgamation process for developers to understand the next steps to ensure projects are not slowed down.
