One thing that bothers me about this proposal is why are local conservation authourities becoming irrelavant at this time? The opening paragraph clearly states that it is meant to improve the time involved in issuing permits. Permits should not be the main priority in dealing with conservation and watershed protection. If housing is built in a flood plain then realistically that housing is always going to be subject to flooding. If conservation authourities mandate is to maintain healthy watersheds and lands for recreational purposes then why is the goverment so hell bent on issuing building permits in flood prone areas? One postivie thing I see in this proposal is that the rules should become the same for each area of the province. One negative thing I see in this proposal is the amalgamation of areas that have different issues they have to deal with in the protection of watersheds and regional recreational land uses.
