I believe conservation authorities have served their main purpose of storm water management. This function could easily be taken over by local municipalities if the Province passed legislation that would overcome the need for this to be done on a watershed basis. Municipalities could run the various parks through their parks departments, the flood control structures and infrastructure by the engineering departments and any planning function through the municipal planning departments. This would easily address the Province's desire to streamline their concerns of some municipalities having more than one watershed or conservation authority to deal with. It seems to me there is a lot of duplication and overlap. The proposal as I see it does little to address the main concerns and just adds extra operating costs. My solution keeps most concerns local, perhaps much more so than the Provinces proposal. All this comes from a former CA employee.
