Consistent standards and resource sharing for CA activities such as mapping, development processes, etc. may be positive outcomes of Bill 68. I am concerned Category 3 items/decisions represent very localized concerns and it may not be very efficient, or effective to have these decisions made by the new, larger organizations proposed in Bill 68. Implementing a large, complex layer of bureaucracy may not be well matched to the types of decisions regularly needed for Category 3 programs. I would prefer local decisions made for Category 3 programmes.
Amalgamating some CAs, particularly smaller CAs, may make sense for Category 1 programs, but the proposed CA organizations are extremely large and the province has implemented a new layer of bureaucracy above CAs. I fear these changes may cause outcomes at odds with the rationale for Bill 68's changes. Bill 68 proposes changes seem similar to the failed Local Heath Integration Networks which the current government wisely ended. I am concerned the lesson from LHINs has not been understood and mistakes of the previous government are about to be repeated.
