I have read the proposed transition rules. My comment is directed to those who made an appeal hastily to avoid being part of the new system. Some builders may have made an application to the OMB to get into the old system. They can then change there application and still be part of the old system?
My comment is that the cut off should be when the original announcement was made, failing that, any changes to an original application should be deemed a new application and be part of the new system.
