Concerning the proposal to extend the cottage leases at Rondeau Provincial Park, I am writing on behalf of the Sydenham Field Naturalists (SFN), based in Wallaceburg, Chatham-Kent. The SFN is a very active group that has a mandate that considers matters of environmental concern, natural history and education especially in the local area.

We are concerned about the proposal to extend, yet again, the cottage leases in Rondeau Provincial Park. It is realized that it is a difficult situation as many leaseholders have been there for generations, and a certain amount of revenue is generated. However, after the last renewal of leases, leaseholders knew full well that their term would expire in 2017.

Members of the SFN would like to see the leases come to an end in 2017 and have the park revert back to a more natural state. Rondeau has some of the greatest biodiversity in Ontario represented by a number of rare and endangered species. The park has a diversity of significant vegetation communities from beach dune to oak savanna to Carolinian forest to marshland. There is natural succession from one of these communities to the next.

The presence of cottages, especially along the east side parallel to Lakeshore Road, impedes this natural succession by creating a barrier. The activity of the cottage-dweller hinders the succession as well. Lawn mowers and other motorized equipment can seriously disrupt the natural process. Trimming of vegetation does not help. Pets and especially cats impact wildlife. I have personally seen pet cats roaming around freely, and this is not acceptable. Some cottage dwellers are environmentally concerned and we recognize that.

There is no biological rationale to keep the cottages in the park. Leaseholders have already had a significant extension to there existing leases back in 1980's, so why cater to them once again? Under the proposal that would begin in 2014, there are a number of good steps to help eliminate cottages in Rondeau Provincial Park. We commend the government in taking this initiative and not to cater to the cottagers who want to stay regardless of conditions.

As a regular visitor to Rondeau Park, I know that there are a number of leaseholders that use their dwelling as a permanent residence. This issue will have to be firmly addressed.

If leases are renewed, strict conditions should be implemented such as those outlined in the proposal, especially those in regard to the Endangered Species Act, native species planting, and pesticide ban.

We appreciate this opportunity to view our concerns, and hope that the government will phase out the cottages in Rondeau Provincial Park.
