There is no rule of law here. What ever happened to being innocent till proven guilty. There are many ways that a hunter would have not completed his her report. These non compliance issues should be investigated by a Conservation Officer who would make this decision. If the hunter disagrees then they should have their day in court to allow a Justice of the Peace to make a decision. The MNR is trying to save money by doing an administrative penalty.
