For the porposed change of

(Any hunter awarded a tag based on their first choice in the ‘second chance allocation’ will forfeit their points, whether or not they decide to claim the tag.)

Our group applied for tags in 19. We are 6 hunters with points ranging 1 to 6. Round 1 no one recieved a tag. We all applied again. We recieved 2 bull tags and 2 cow tags. We only want 1 tag.
Under the proposed change we would lose 4 hunters points.

I understand that only one hunter may apply with highest points. But it is impossible to say we would receive a How many points are needed for a bull or cow tag. So you would need to apply for both a cow and bull tag ending up with The possibility of 2 tags only needing one.
The idea is to keep the highest point totals for future draws. Losing a hunters points would be unnecessary if we already recieved a tag.

My solution would be.
Give hunters Time to reject the tag in the second round. Even if the time to reject the tag is Over A short Period. Majority of hunters check the status of their tag Application the day it is Released.
Then if the tag is rejected. Continue with the proposed solution of distributing the Remaining tags.

Change is needed, the idea is for a group to continue hunting year after a year. For small groups it would be even harder to keep hunting if there is an uncertainty in receiving a tag.
