I think that if you apply using the current points based system and are successful in drawing a tag then you have to accept that tag whether you use it or not and your points reset to zero. This would eliminate all of the applications from those who never intended to hunt anyways and make it fairer to those that do intend to hunt.

Additionally I think that the Northern Resident draw needs more tags allocated to it and that these tags should be drawn first before all other tags are drawn.
