I really approve of this change . I hope the left over tags from the second draw would be available by random draw for anyone who wants to apply . So it is fair compared to the first come first served phone in system we had in the past . The phone in system sucked and with a online draw already part of the MNR it wouldn’t be hard to add a third random draw for remaining tags
