I would suggest that any none claimed tags be available for Groups of 10 or more or Hunt camps in that specific WMU. This would help keep the number of hunters up and ensure a greater opportunity for more to hunt as a group in the specific WMU that they applied to. This would not forfeit points as this would be a tag that did not get picked up in the 2nd and 3rd chance. A fee for the tag could be at a lager value as it would be a group paying for that tag and opportunity.
