Proposed change #1 is not fair to lose points.
Forcing the deadline and having the last chance option will make sure hunters have a chance at all tags.
Since the new system is a gamble to see if your group can get a tag or not, it isn't fair to then take points away if a group happens to get more tags than they need or in two different WMUs and they can't hunt both. If we were guaranteed tags like the old system we wouldn't have this issue but I understand we needed a new system, I just don't feel hunters should be punished for chasing tags since that is now what we have to do..
