Allow a transfer of a tag to an alternate person for legitimate supported reasons. E.g. health reasons, employment changes, family emergencies, death, unable to travel due to government restrictions I.e. Covid. Any transfer would still result in loss of points to the original successful applicant.

Speed up the whole process. A month is not required for the application process, first or second stage and yes claiming of tags should be at least 2 weeks before opening date in the specific wmu
