To begin with, as a hunter, it is frustrating dealing with constant changes. I’d rather we just stick with the system we have. Second of all, essentially being forced to claim a tag drawn (for fear of losing precious points anyways), seems extreme. I understand the reasoning where one should only apply for a tag they intend on claiming. However, so many things can come up in life, where it makes sense to not claim a tag (medical, military, pregnancy, family, logistics, etc.). Having the flexibility or declining a tag, and simply having it go in a second draw makes sense. If the whole idea is for people to get to hunt more often, and a group of two hunters both apply with the intention of actually hunting. Since they can’t know the future, they both intend on claiming, however, if they both get drawn, it makes way more sense for one to decline so that they get two hunting years instead of only one. They get an extra moose hunting year, and in a second draw, some other person gets to hunt too. To me, that makes more people happy, compared to forcing the group of two to claim both tags, and essentially preventing them from hunting the next year.
