I do my daily commute via either car or bike, depending on the weather, my daily schedule, or just my whims in the morning. I have perspective from both sides.
As a driver, my biggest frustration by far, is the presence of other cars on the road. Each bike on the road is ~0.5 to 1.0 less cars, and given that bikes have a drastically smaller footprint compared to a car, this works out to be an amazing advantage. As a driver, I want *less* cars on the road, and I am in favour of anything that encourages others, including myself, to use alternate modes such as bikes.
Removing bike lanes is therefore *against* my interest as a driver. And of course, it's obviously against my interest as a cyclist since it increases my risk of harm. Overall, this is a terrible idea that absolutely reeks of what us military vets call "Good Idea Fairy": an impractical idea suggested by higher ups that is driven forward due to institutional inertia and fear of reprimand from said higher ups if any practical-minded front-line staff fail to get in line with the idea.
