This is populist provincial over-reach at its worst. You need to step away and let the city decide what works for the people of Toronto. As a driver, cyclist, Torontonian AND tax paying Ontario citizen, I approve of, and support bike lanes. If you really want to focus on "fixing" something why don't you fix our broken health care system, lack of primary care doctors, affordable housing and the debacle of Ontario Place.
