Possession Limits ; Why restrict fly -in fishermen to 10 dozen if they have a receipt from a bait dealer showing the date and amount purchased. Sticklebacks; Banning as a baitfish is like banning mosquitos. They are present in great numbers and impossible to prevent. They work as a very tough bait are easy to distinguish from any invasive species. Banning would not be feasible and would subject a lot of honest people to a cheap charge by COs.
