It is clear that the world is threatened by climate change. Numerous climate events as well as the slow inundation of several island states as well as numerous unusually strong and damaging storms are all precursors of more serious climate change consequences.
SO IT IS IMPERATIVE THAT GOVERNMENTS AT ALL LEVELS ACT TO SHIFT AWAY FROM ACTIONS THAT CONTRIBUTE TO CLIMATE CHANGE. IN THIS CONTEXT BILL 4 TAKES ONTARIO IN THE WRONG DIRECTION:
Bill 4 ignores the urgency of climate change
Bill 4 closes Ontario for business to the clean economy
Bill 4 gives little detail about a replacement plan
Bill 4 does not contain binding emissions targets
Bill 4 eliminates the most important policy tool: pollution pricing
A CREDIBLE CARBON PLAN MUST:
- Adopt carbon fee and dividend or other plan that discourages use of fossil fuels that discharge CO2 and other pollutants into
the air or water;
- Focus on energy efficiency in homes and buildings;
- Electrify our transportation system;
- Support jobs and investment in the clean economy;
- Make our electricity system clean, affordable, and community-owned;
- Prepare Ontario for climate impacts;
- Develop more Cycling, Pedestrian and Transit infrastructure and stop expanding roads;
- Institute road fees to encourage car drivers to leave their cars at home, or to stop owning a car;
- Develop solar, wind and other technologies that do not damage the atmosphere and the air we breathe;
- Identify other creative ways to protect the air we breathe, the water we drink and the soil we all depend on for our food.
CLIMATE CHANGE IS A REAL THREAT TO THE FUTURE OF ALL LIFE ON EARTH. IGNORING HUMANS' IMPACT ON THE CLIMATE WILL ONLY MAKE IT MORE EXPENSIVE TO CORRECT OR, WORSE: IMPOSSIBLE TO STOP AND THE END OF LIFE ON EARTH.
