Wow. This is such a short sighted policy. This is the provincial government taking over massive amount of power from the municipalities without uploading off costs.
If you really want this power, to control what the cities do with their streets (that they pay for) you should take over all the costs associated with streets.
Otherwise let the cities do what they want.
