New system works fine and is fair. Should be those with the highest points deserve the right to turn a tag down as they've put in their waiting time to be at the top. 100% their choice to turn it down as part of a strategy for planning future years of hunting.
It's called Wait Your Turn you'll be there eventually.
I totally DISAGREE with the loss of points for failing to claim a tag.
