This policy is extremely shortsited and ineffective. Studies have shown that providing an extra lane simply encourages more people to drive there an with in a year tha lanes are as congested as ever!
It also runs counter to the "reduce red tape" promises by adding another layer of approvals in order to get anything done. Local municiplaties are perfectly capable of making decision about local traffic flow without the province butting in where they have no idea of the realities of a local road. Stay in your own lane!
This is a poorly thought out bad idea!
