The Municipal government should make decisions for itself with respect to where bike lanes are located.
It is inappropriate for the Provincial or Federal Government to micro-manage any Municipality on this type of consideration.
Let the local government govern.
If you don't like what the local government is doing, consider casting your vote differently in the next Municipal election.
