When I'm driving in Toronto, what slows me down is not bike lanes -- the number one cause of me being late to where I'm going is construction: road work, and building construction that expands out into the curb lane, reducing two lanes of traffic to one.. number one problem! Bike lanes are no big deal and won't do anything significant to the congestion problem.
