This is a purely political move meant only to appeal to ignorant motorists who make up the Conservative party base, in order to shore up their support (though why is that even needed?). It is not hard to find plentiful studies showing the benefits to safety, traffic, business, the environment, and health from installing a robust protected bicycling lane network in cities.
This legislation is flat-out stupid.
