The on-road enforcement for light-duty vehicles should be easy and simple for government and the driving public. I'm of the understanding that the Ministry of Transportation and/or the Ministry of the Environment have Provincial Officers which can inspect and enforce on-road violations currently for heavy duty trucks. Perhaps the same should apply to light duty vehicles. Give the same provincial officers the authority to pull over light-duty vehicles that are clearly emitting black smoke and/or have a good suspicion that a vehicle is clearly polluting over the limit.
The provincial officers would need to have a portable testing unit to measure emissions, so they can determine in real time if the vehicle is compliant. Also they should be inspecting for removed components like catalytic converters.
