Decisions like this should be made by the people that live in the city - at the city/municipal level. It directly influences the people that live there so they should be the one to have the say. Leaders at the provincial or federal level generally are not in touch with the people at that level and should not lead on these issues. If the provincial or federal leader that lives in the city has an opinion, they should submit their comment to the municipal leader along with all the other citizens of the city.

Further to this, I think decision making should take a closer look at outcomes of studies done rather than be pressured by just people that did not consider all aspects. Things should be done for the greater good not just influenced by the few.
