Hello,

I've been a moose hunter for 15 years and in general this proposal is a welcome change.

My only suggestion is to allow applicants to accept or deny their second chance, first choice, i.e. allow a 2 week window to decided to accept the tag or not in the second draw. Then the remaining tags go into the final "surplus" draw.
