I managed the moose program a long time ago in the Northern Region and, in fact, installed the first ever controlled hunt at Kapuskasing. My comment is simple, your moose tag system has become so complex that even I do not understand it anymore. If I were still hunting (I live in Thailand - so I cannot even own a gun), I would have given up applying because the system is now so difficult to understand that it is nonsensical. It seems to me that your system is designed to make people stop hunting. My suggestion - go back to the drawing board and make the system simple.
My final comment is that the moose population is clearly declining and so it is equally clear that it is being mismanaged. You need to think seriously about not only the tag system but also about what is driving the decline and how to fix it.
