This is a poorly thought out proposal. The focus should be on improving transit options to enable drivers to have confidence in their usage. Increasing transit frequency, reliability and options will reduce traffic. Encouraging cycling will also lead to better health outcomes with more activity among the population. Don't use this band-aid to address the symptom. Address the source and give people options.
