This would be an overreach of provincial authority, any decision regarding bike lanes in Toronto should be made by the municipal government elected by the people of Toronto.
In addition to this, studies have shown that bike lanes can actually contribute to a decrease in congestion, Paris for example saw a decrease in car traffic after the introduction of bike lanes as more journey could be made without needing a car
