In light of the fact that Ontario's long term energy plans included mass scale electrification of space & water heating, I wanted to point out the many benefits of integrating Ground Source Heat Pumps into the mix for homes or businesses across the Province. You also mention de-carbonization of our hydro production and dealing with energy poverty, in particular, in rural Ontario.
If you analyze the reduce consumption & peak load with GSHP's it is worthy of consider providing incentives or rate basing part or the entirety of the installation costs based on the, many quantified, benefits.
It is a much better investment than to run natural gas infrastructure to everyone at a cost of over $28,000/ door.
