It would be an improvement if section 4.C.3.3.referenced the Environmental Noise Guideline - Stationary and Transportation Sources - Approval and Planning (NPC-300) and the D-Series of Guidelines published by the Ministry of the Environment, Conservation and Parks. The D-Series of guidelines consists of the D-1, D-1-1 and D-6 making it clearer that all three guidelines need to be complied with. The combination of all of these guidelines (NPC-300, D-1, D-1-1 and D-6) ensures that land use incompatibility issues are studied and addressed at the planning phase of any development.
