I would hope that you are aware that most species, plant or animal, are co-dependents with all the other native species. If one disappears, the others cannot always compensate for what they have lost.
Territories have been shrinking already, to the point that survival of the species is in question. Restricting this to a breeding territory is nonsensical, as so many species roam in a much larger area once the young are able to travel. Even botanicals spread over many kilometers when spores are borne by the wind.
Humans are not really more valuable than the wild things, and taking too long for studies, or increasing costs, is not a valid reason for taking away protections that should be strengthened rather than reduced.
