My comment is: with a “registration first” approach, will “activity” be started, potentially damaging habitats, and then when the activity is evaluated but the damage has already been done there is nothing we can do to fix what has already been done.

The government needs to ensure that they are looking into the future, not just the present. Will these changes cause future harm that is not being considered, just to create a fix in the current, even considering current issues with the housing crisis.
