How about a "non-existent version" of Bill 5 where the government gives the illusion of protecting endangered fauna and flora affording only the immediate habitat protection (i.e a fox's den or a bird's nest) which is insufficient for survival. It would be similar to restricting protection of Humans to their immediate residences only and when you leave to find food or provisions for survival, you are on your own.
