I strongly oppose the Government of Ontario’s decision to eliminate the urban design study requirement from the complete building application process. This decision undermines the integrity of our city-building efforts and poses long-term risks to the quality, functionality, and livability of our built environment.

Urban design studies are critical for evaluating how new developments relate to their surrounding context, ensuring compatibility with existing neighborhoods, protecting the public realm, and guiding cohesive, sustainable growth. Removing this requirement opens the door to poorly integrated developments that may neglect pedestrian experience, accessibility, heritage, and environmental performance.

Moreover, this decision risks significant economic and academic repercussions. Urban design professionals, many of whom are employed in municipal planning departments, private consultancies, and architectural firms, may face reduced demand for their expertise. Academic institutions with dedicated urban design programs could see decreased enrollment and funding, eroding a knowledge base that is essential to shaping healthy, resilient communities.

At a time when Ontario is grappling with complex urban challenges—from housing affordability to climate adaptation—this move sends the wrong message. Strong urban design is not a barrier to development; it is a catalyst for high-quality, future-ready cities. I urge the province to reinstate the urban design study requirement and recommit to thoughtful, well-planned growth.
