Interesting proposed changes. Streamlining between provincial and federal to reduce duplication could be efficient. The change of the definition of habitat reduces the protection needed by species. It is unclear how the New Species Conservation Program is of any use when it is voluntary and have no metrics of what the objective is and how to obtain it. Overall there is a lot of ‘voluntary measures’ which avoids accountability and protection which the committee and acts have in place to protect the species. This bill requires more attention and should not be passed at this stage.
