This is absolutely an attack on environmental law and should not be enacted. Our species at risk and the habitat they require should remain of utmost importance to protect the environment, indigenous rights, and human health. Impacts of this would be extreme and the rationale is not scientific in any way. If anything we should be strengthening the ESA.
