Local governments (Cities, Municipalities etc) should have control of shadow studies, wind studies, exterior lighting plans and Urban Design plans. These aspects of building vary greatly depending on the locale and the community, and this level of government has the necessary local understanding and expertise to incorporate this information in the approval process. The province already has meddled too much in to what should be local decisions.
