This is another example where a proposal seems minor, but the implications are huge.
When an existing rehabilitation plan is modified, such as this proposed change, it will delay the final rehabilitation until the completion of the final phase. This can set back the interim rehabilitation, and the restoration of the aquifer, by decades. Rehabilitation is required to be progressive, and this proposal defeats that objective.
