I strongly object to the proposed new regulation under the Planning Act to facilitate the "open for business planning tool" for the following reasons:
1) The proposed regulation would seriously undermine existing legislation in Ontario that protects important natural areas, biodiversity, productive agricultural lands and water quality from inappropriate development.
2) The Oak Ridges Moraine Plan, the Greenbelt Plan and the Clean Water Act were the result of extensive consultation with the people of Ontario and there was a consensus to provide permanent protection of important natural areas, productive agricultural lands and clean water in southern Ontario from inappropriate development. Further, the Room to Grow legislation identified areas where urban development should occur and where this development would have fewer impacts on the environment. The proposed new regulation would provide developers with a means to avoid the requirements of these plans and legislation. THe proposed new regulation has not been vetted with the public in any thorough process of consultation and I believe that it would not be supported by most Ontarians.
