I cannot begin to fathom how you could put "Establish a bag limit of 50 cormorants/day with no possession limit." and "environmental impact expected to be neutral" in the same article. This is wholesale irresponsibility. There are surely better controls available, and I'm certain more humane ones. Really disappointed that politicians are making this very poorly thought out decision, and I hope you understand the impacts of it.
