This bill is something I am firmly against. The wording and specifications of what the province dictates in road design is broad and ungrounded in the modern principle of road design. Even setting aside bicycles, this bill firmly states that a “highway” is for car traffic only - this is simply not true. Aside from transportation, streets are for businesses, commerce, play and leisure. While it is easy to think of these roadways as just Bloor and Yonge, this law applies blanket policy to all, which is not the way cities should be designed. Roads and streets should take more into account than “more lanes more good”. This law also makes it challenging for cities to push bus lanes, street patios and more - an effort that the City of Toronto largely sets aside in parking lanes, but one which would be affected by this law.
Furthermore, bicycle lanes should not be seen as the primary source of traffic, and saying so is disingenuous at best. The 401 doesn’t have a single bike lane, yet it is the roadway that contributes the most to my commute’s “minutes added due to traffic”. This law does nothing but add red tape, which this government promised to cut. Bike lanes are not the answer - they are the distraction.
