I strongly oppose Bill 60, which seeks to amend the Highway Traffic Act (HTA) to prohibit municipalities from reducing motor vehicle traffic lanes when installing new bicycle lanes. This proposal is a step backwards in our efforts to create safer, more sustainable, and healthier communities.
Research consistently shows that reallocating road space to prioritize active transportation, including cycling, is a proven strategy to reduce traffic congestion, lower emissions, and improve public health. By restricting municipalities from reducing motor vehicle lanes, this bill effectively undermines the ability of local governments to make thoughtful, context-specific decisions that balance the needs of all road users.
Cycling infrastructure is critical for cities to reduce their reliance on cars, decrease pollution, and support healthier, more active lifestyles. The reality is that motor vehicle traffic has long been a primary cause of congestion and pollution, and we need to rethink how we design our streets to make space for alternative, sustainable transportation options.
Rather than imposing one-size-fits-all restrictions, we should be empowering municipalities to make local decisions that reflect the unique needs of their communities. This means giving cities the flexibility to reduce car lanes where appropriate, to create safe and effective cycling infrastructure, and to encourage more people to opt for sustainable transportation.
I urge the Province to reconsider this bill and instead focus on fostering policies that support a balanced, multi-modal transportation network, one that serves the needs of cyclists, drivers, pedestrians, and everyone in between.
