This amalgamation of all CAs is a great initiative to reduce duplication and for standardisation. However, the consolidated CA should report to the Ministry of Environment. At present, the CAs have no accountabilty to tax payers/clients. The lack of expertise in these organizations has led to engineering firms, unethical staff and developers hoodwinking the public. We find muncipalities, Counties and Cities complicit in the shenanigans . There are no checks and balances to prevent fraud/corruption.
