RE: Proposed Municipal Asset Management Planning Regulation EBR: Registry Number 013-0551 __________________________________________________________________________________

The Council of the Township of Faraday met on Wednesday July 5, 2017 and at that time they reviewed and discussed the above-mentioned matter.

Council would like to advise the Ministry of their disapproval of the proposed municipal asset management planning regulation with the following concerns:

The Township of Faraday has a population of 1,397 with a total of 1,308 households. Every year we are doing our due diligence by addressing infrastructure needs as well as investing in reserves without the constituents being impacted with a significant increase in property taxes.

The changes proposed will have a significant impact on our Municipality. We employ a total of 5 full time staff which includes the Clerk-Treasurer, Office Assistant, Road Superintendent, Equipment Operator/Truck Driver and Landfill Attendant. In the summer season we employ up to 5 seasonal labourers. The proposed changes would require the Municipality to hire more staff as well as an Engineer at a very significant cost which would then be downloaded onto our constituents.

The higher levels of government continue to download or regulate new requirements for municipalities and it appears that it is felt that all municipalities are the same; it is NOT a one size fits all when it comes to the downloading and regulations that are being imposed upon municipalities.

Therefore Council would advise the Ministry of Economic Development, Employment and Infrastructure that the proposed municipal asset management planning regulation is too aggressive and could financially impact the municipality, in a manner that is not acceptable.
