Common sense dictates that any emergency plan is only effective if it includes plans for a worst-case scenario. Any lesser response to a potential emergency is doomed to fail or fall short. If Ontario continues to accept the risks of nuclear power, then the government also needs to accept the responsibility for the most comprehensive model for an emergency plan. This is part of the cost of nuclear power.
