The proposed changes to the Conservation Act add a lack of clarity towards the regular operation of Conservation Authorities. I have resided in other provides, where watershed management is completed by local governments on a piece by piece basis, and I have seen the challenges that result when a whole-watershed approach is not taken. I think the value of Conservation Authorities extends beyond flood prevention and hazard mitigation. They assist in maintaining and restoring our natural resources, which by extension also assist us as a society with controlling floods and increasing benefits to all through tourism opportunities, cleaner air (from forest management/expansions), and protecting our valuable water resources. Please consider expanding the changes to add clarity to the list of mandatory services to include such items as watershed planning, forest management, habitat restoration, invasive species management, and education (many benefits through education, outreach and stewardship).

The role of Conservation Authorities is of critical benefit to all people who live in Ontario, and it should be a model that other provinces emulate. Adding some clarity to the four mandatory services will ensure that this work continues to protect our valuable economic resources (infrastructure, tourism, drinking water) by preserving the vital functions of our watersheds.
