As a nearby resident, I have submitted this comment to express my extreme concern over the proposed organic and liquid waste processing and transfer facility to be located at 633 Coronation Drive in Scarborough. My concerns are outlined below:
• The proposed facility is located within 250 m of a residential neighbourhood. For numerous reasons (as set out below), it is completely inappropriate to locate an organic and liquid industrial waste processing and transfer facility in such close proximity to residential homes.
• The proposed wastes to be accepted by, stored, processed and transferred from the facility will generate noxious odours. Even with strict engineering controls, these types of odours are difficult to control and it is highly likely that there will be on-going and unintentional releases of odours from the facility. These odours, even at low levels, will negatively impact not only the nearby commercial and industrial neighbours but local and distant residences and parkland users.
• The proposed facility is located in close proximity to the Highland Creek Wastewater Treatment Plant which already negatively impacts the neighbourhood through the generation and release of noise, odours and poor quality air emissions. The proposed organic waste processing facility represents another significant source of these types of emissions that are not welcome in the neighbourhood.
• The proposed operating hours and volume of waste that will be accepted at the facility will involve a large number of trucks. These truck will be required to travel through residential neighbourhoods, and pass by schools, parks, daycares and shopping centres, in order to reach the proposed facility. The number of trucks represents a huge safety risk for the neighbourhood. This risk along with truck-related noise, air emissions and odour will adversely impact the neighbourhood.
• There has been limited communications to the neighbourhood regarding the proposed facility. The details provided on the MECP Environmental Registry are very limited. There has been no opportunity to review documents and no opportunity for a public meeting. Based on this, the deadline for comments on the MECP Registry should be extended and significantly more effort made by our local and provincial government representatives to advise the community of this proposed facility. Ultimately, I would expect my local government representatives to stand with the community in rejecting such a facility in West Hill.
